WORK REGULATIONS OF THE SCIENTIFIC COMMITTEE OF THE FUTURA INSTITUTE

Based on the decision to establish the Futura Institute within the Faculty of Applied Ecology Futura of University Singidunum in Belgrade, number 353/12-15/1 from 05/12/2015, Scientific Committee of the Futura Institute, on its session held on 05/23/2015, adopted

WORK REGULATIONS OF THE SCIENTIFIC COMMITTEE OF THE FUTURA INSTITUTE

I BASIC TERMS

Article 1

These Work Regulations regulate in more detail the organization, manner of work, decision-making and other issues of importance for the work of the Scientific Committee of the Futura Institute (hereinafter: SC).

Article 2

Performs activities within its competence in accordance with the Statute of the Faculty of Applied Ecology Futura of University Singidunum in Belgrade, with the Decision on establishment and this Work Regulation.

Article 3

SC performs its the tasks within its competence at the sessions.

Article 4

Professional and administrative tasks for the needs of the SC are performed by the Secretary of the Faculty of Applied Ecology Futura (hereinafter: the Faculty).

II THE PRESIDENT OF THE SC

Article 5

Based on the proposal of the SC, the President of the SC is appointed by the Dean of the Faculty by a special act for a period of 3 (three) years.

The function of the President of SC may be terminated, before the expiration of the term for which he was appointed, by resignation or dismissal.

III RIGHTS AND OBLIGATIONS OF THE MEMBER OF SC

Article 6

The meber of SC has the right and obligation to:

  • attend sessions of SC
  • participates in the consideration of issues, making proposals, and voting in deciding on issues within the competence of the SC,
  • be informed on all issues relevant to the work of the SC.

Article 7

In case he is prevented from attending the session of SC, the member is obliged to inform the president of the SC.

The member who is prevented from attending the session of SC, may declare himself in writing on the issue on the agenda, provided that the president of the SC announces his position, proposal or statement at the session.

IV CONVENING A SESSION

Article 8

The president convenes the session of SC, proposes the agenda and chairs the session.

The president convenes the session on its own initiative and at the suggestion of at least one third of the members of the SC.

Article 9

The sessions of the SC are convened as regular and extraordinary sessions. Regular sessions of the SC are convened on demand, at least four time a year.

Regular session of the SC is convened no later than 5 days before its holding.

When the president of SC decides that there are special reasons for that, the session of the SC may be convened in a shorter period of time (extraordinary session).

Article 10

 Together with the invitation with the day, time and place of the appointmen of the session, the proposed agenda is submitted to the members of the SC.

Materials for the decisions and the record from the previous session is made available to members of the SC by delivery with an invitation by email.

V MAINTENANCE, SESSION AND DECISION MAKING

Article 11

SC works and decides at the session where most of the members of SC attend.

Article 12

The president of SC opens the session, states the quorum for work and deciding and approaches to setting the agenda. The agenda is set with the majority of votes from the members of SC, with public voting.

Article 13

The member of SC can propose amandments to the agenda in writing, no later than 24 hours before the session. At the extraordinary session, member of the SC can suggest amendments to the agenda at the very session, immediately before setting the agenda.

Article 14

After setting the agenda, the minutes from previous session are adopted. Minutes at extraordinary session are not adopted. When adopting the minutes, the SC decides on the remarks which have been placed on the record in writing, at least 24 hour before the session starts.

The adoption of the minutes and the decision on the objections to the minutes shall be made by public vote by a majority vote of the present members of the SC.

Article 15

Consideration and decision making at the session of SC is done according to the items of established agenda.

Before proceeding to a particular item on the agenda, the President of SC gives the necessary information regarding that item on the agenda.

Article 16

For each item on the agenda that is discussed, the president of SC opens the discussion.

Article 17

Each member of SC can talk at the session of SC after he asks and gets the word from the president of SC.

Applications for the word on a certain issue that is on the agenda can be submitted until the conclusion of the discussion on that issue.

Each member of SC can participate in the discussion no more than twice in one item on the agenda, with a time limit of discussion of five minutes.

Article 18

After the discussion on a certain item on the agenda, decisions, conclusions and proposals are made.

Article 19

Minutes on the work of the SC are kept at the session.

The minutes contain information on the place and time of the SC session, names of present (absent) members, names of persons participating in the session by invitation, agenda of the session, proposals, conclusions and decisions made by the SC at the session and voting results on certain issues.

A member of SC who wishes to have his opinion recorded in the minutes may attach his discussion in writing to the materials of the meeting within three days of the meeting, making this letter an integral part of the draft minutes of that meeting.

The minutes are signed by the president of the SC and the secretary.

VI SCIENTIFIC PROJECTS

Article 20

When proposing scientific projects, the SC proposes the managers of these projects, i.e. the project team or a member of the project team if the scientific projects are implemented in cooperation and partnership with other organizations or institutions.

Proposing the heads of scientific projects, i.e. subprojects and appointing representatives of research and development projects is done by public vote, and decisions are made by a majority vote of the total number of members of the SC.

VII FINAL REGULATIONS

Article 21

This Work Regulations enter into force on the day of its adoption.
